The speaker ruled, citing Art. II, Sec. 8 of the Alaska Constitution,                                                           
long-standing precedence of considering appropriations by both bodies                                                           
after less than 24 hours on members' desks, and the constitutional                                                              
requirement of the legislature to pass a budget, that HB 281 and HB
 can be taken up by the House today.                                                                                         
                                                                                                                                
Representative Eastman appealed the ruling of the Chair.
